Well, as you can see in the Wikipedia text, the anime takes place in a fictional country, but it looks a lot like Brazil. If you pay attention to the anime, you will see that some things (posters, letters, etc.) are written in English, not Japanese. Another thing is the background music, which is in English (with a Brazilian accent)!
Another thing is that the surnames of the people are also in Portuguese (e.g. Michiko Malandro, Hana "Hatchin" Morenos), which makes it much more similar to a Brazilian setting. It is worth ing that this anime is directed by the same director of Cowboy Bebop.

The story
The anime's story begins when inmate Michiko Malandro escapes from prison. After that, we can follow the story of Hatchin Morenos. Hatchin (or Hana) lived as an adopted daughter, where she experienced domestic violence both from her adoptive parents (Father Pedro and his wife, Joana) and from her brothers (Gabriel and Maria). They are part of the “Blenbauza Yamada” family. One day, Hatchin rebels against the brothers and later Michiko comes to Hatchin's rescue. The two see that they have a snake tattoo, so they start to get trust in each other. Now, the two go in search of Hatchin's father, Hiroshi Morenos.
References to Brazil in Anime
This is one of the only anime set in Brazil, but there are some mentions in various animes, such as in Golden Time we find girls dancing samba and wearing carnival costumes. Some sports animes like Capitan Tsubasa make references to Brazil.

The character Aldebaran of Taurus from Saint Seiya is also a great reference to Brazil. The anime Hayate no Gotoku has made several references to Brazil, mentioning a train line that connects Rio de Janeiro to Tokyo, coffee farms, and the Amazon rainforest. Unfortunately, Brazil is only ed in anime and mangas when it comes to football, the Amazon rainforest, samba, and violence.
Pokemon also makes a great reference to Brazil, where Mewtwo was created from a creature found in the Floresta Amazônica. In Rozen Maiden, there is a poster of Ayrton Senna in the main character's room. In Gundam 00, a powerful Mobile Suit was developed in Brazil, can you believe that? In Cowboy Bebop, we have references to a poet and music icon Tom Jobim, as well as Brazilian names like Antônio and Carlos.
